By accessing or using the cloud servers, dedicated servers, web hosting, domain registration, SSL certificates, and other products and services provided by IDC, you agree to comply with these terms and conditions. If you do not agree to any part of these terms, please discontinue using our services immediately.
2. 服务描述 | Description of Services
后浪云（IDC.Net）提供的服务包括云服务器、独立服务器、虚拟主机、域名注册、SSL证书等。我们致力于提供高质量的服务和稳定的运行时间，但可能会因维护或不可预见的问题导致服务中断。
IDC offers services including cloud servers, dedicated servers, web hosting, domain registration, and SSL certificates. We are committed to providing high-quality services and stable uptime, but service interruptions may occur due to maintenance or unforeseen issues.
3. 用户责任 | User Responsibilities
用户对其上传的内容、网站的安全性及遵守所有适用法律和规定负责。您不得将我们的服务用于任何非法或恶意活动，包括但不限于传播恶意软件、进行黑客攻击或侵犯他人知识产权。您还应定期备份网站数据并保护您的登录信息。
Users are responsible for the content they upload, the security of their website, and compliance with all applicable laws and regulations. You may not use our services for any illegal or malicious activities, including but not limited to distributing malware, hacking, or infringing on others’ intellectual property. You should also regularly back up your website data and protect your login information.
4. 禁止内容 | Prohibited Content
用户不得在后浪云（IDC.Net）的服务器上发布、传播或存储任何违反美国法律的内容，包括但不限于：
Users are not allowed to post, distribute, or store any content on IDC’s servers that violates U.S. law, including but not limited to:
- 极端主义、恐怖主义、种族仇恨、反人类或儿童色情内容 | Extremism, terrorism, racial hatred, anti-humanity, or child pornography
- 虚假政治宣传或虚假信息 | False political propaganda or misinformation
- 任何形式的恶意软件、病毒或其他有害程序 | Any form of malware, viruses, or other harmful programs
- 侵犯或违反他人知识产权的内容 | Content that infringes or violates others’ intellectual property rights
若您的服务器存在违规接入行为（包括但不限于接入含本规则所列禁止内容的网站、应用程序及其他形式的网络服务），我们有权根据违规情节严重程度，采取暂停服务、终止服务等处置措施；同时，将针对本次违规行为向您收取200元人民币的违规处理费用。
If your server is found to have engaged in non-compliant access activities (including but not limited to accessing websites, applications, and other forms of online services that contain prohibited content as listed in these Rules), we reserve the right to take disciplinary measures such as suspending or terminating services, depending on the severity of the violation. Additionally, we will charge you a non-compliance handling fee of RMB 200 for this violation.
5. 付款和账单 | Payment and Billing
用户同意支付与所选服务计划相关的费用。账单周期和付款方式详见我们的网站。选择订阅计划的用户，订阅将在到期前自动续费，除非在续费日前取消。未能及时付款可能导致服务暂停或终止。
Users agree to pay the fees associated with the selected service plan. Billing cycles and payment methods are detailed on our website. For users who opt for a subscription plan, the subscription will auto-renew unless canceled before the renewal date. Failure to make timely payments may result in service suspension or termination.
6. 退款政策 | Refund Policy
针对自营云服务器和独立服务器，我们提供以下退款政策：
自营云服务器退款政策 | Self-Operated Cloud Servers Refund Policy
- 自购买之日起3天内，您可以无理由申请退款，退款将退回至原支付方式。
You may request a refund for any reason within 3 days of purchase, and the refund will be returned to the original payment method. - 服务一旦成功激活并交付，即视为交易完成，超过3天的退款请求将不再受理。
Once the service is successfully activated and delivered, the transaction is considered complete, and refund requests made after 3 days will not be accepted.
独立服务器退款政策 | Dedicated Servers Refund Policy
- 独立服务器不提供退款（除非产品明确标注支持试用）。服务一旦成功激活并交付，即视为交易完成。
Dedicated servers are non-refundable (unless explicitly marked as trial-supported).Once the service is successfully activated and delivered, the transaction is considered complete.
支付方式及退款 | Payment Methods and Refund Process
- 通过比特币（BTC）或泰达币（USDT）支付的订单，退款将退回原支付地址。如果您的加密账户使用临时地址，请联系您的加密货币服务商，后浪云无法更改退款地址。比特币转账的所有费用（金额取决与网络与币种而定，通常为交易额的 2% 加 1–3 USDT 不等）由买家承担。使用Stripe、PayPal等其他支付方式则无需支付退款手续费。
Orders paid via Bitcoin (BTC) or Tether (USDT) will be refunded to the original payment address. If your crypto account uses a temporary address, please contact your crypto provider, as IDC cannot modify the refund address. The seller will cover all Bitcoin transfer fees(the amount varies by network and currency, typically around 2% of the transaction amount plus 1–3 USDT). Refunds via Stripe, PayPal, or other payment methods incur no fees. - 如果用户在产品使用过程中提交PayPal或Stripe支付争议，后浪云保留单方面终止服务和账户的权利，同时不提供退款。
If users file a PayPal or Stripe payment dispute during the product usage period, IDC reserves the right to unilaterally terminate the service and user account, with no refund provided.

7. 注册信息 | Registration Information

When registering for an IDC account, you are required to provide a valid email address and the name of your country. The email address is used for communication with us, so please ensure it can receive our notifications and messages. Phone numbers, names, and personal addresses are optional, and we will not contact you via phone. Please make sure your email address can effectively receive our communications.
8. 数据保护与隐私 | Data Protection and Privacy
作为美国公司，后浪云（IDC.Net）致力于保护客户的个人信息和数据安全。我们不会将您的信息泄露给第三方，除非美国法院、执法部门或监管机构通过法律程序要求。我们将采取适当的安全措施保护您的信息免遭未经授权的访问、披露或滥用。
As a U.S. company, IDC is committed to protecting customers’ personal information and data security. We will not disclose your information to third parties unless required by a U.S. court, law enforcement, or regulatory agency through legal proceedings. We will take appropriate security measures to protect your information from unauthorized access, disclosure, or misuse.
9. 终止 | Termination
我们保留因违反这些条款或其他必要原因而暂停或终止服务的权利。如果因违反条款而终止您的账户，您可能会失去对网站内容和数据的访问权限。若您的行为对我们的服务器、网络或声誉造成损害，我们可能会采取法律行动。
We reserve the right to suspend or terminate services for violating these terms or for other necessary reasons. If your account is terminated due to a violation, you may lose access to your website content and data. If your actions harm our servers, network, or reputation, we may take legal action.

IDC is not liable for any damages or losses resulting from the use or inability to use our services. This includes direct, indirect, incidental, consequential, or punitive damages. While we strive to provide reliable and secure services, you acknowledge that any online service may have vulnerabilities, and you use our services at your own risk.
11. 用户赔偿义务 | User Indemnification
如因您非法、违规或未经授权使用后浪云（IDC.Net）服务而导致公司遭受损失、索赔或支出，您同意对公司进行赔偿，并承担因此产生的所有责任，包括但不限于法律费用、行政成本及相关损害。
If your illegal, non-compliant, or unauthorized use of IDC’s services causes any loss, claim, or expense to the company, you agree to indemnify IDC and assume all related liabilities, including but not limited to legal fees, administrative costs, and associated damages.
12. 赔偿限制 | Limitation of Compensation
后浪云（IDC.Net）对云服务器、独立服务器等产品的服务可用性和性能将尽力保障，但不对因不可抗力、网络中断、第三方服务故障、用户自身操作失误、法律法规或监管政策调整、数据中心或合作方政策变更等原因造成的损失承担责任。对于确因后浪云原因导致的服务中断或无法使用的情况，后浪云的最高赔偿金额不超过该服务器一个月的服务费用等值金额。
IDC shall make every effort to ensure the availability and performance of cloud servers, dedicated servers, and related services. However, IDC shall not be held liable for any losses caused by force majeure, network interruptions, third-party failures, user errors, changes in laws or regulatory policies, or adjustments made by data centers or partners. In the event that a service interruption or unavailability is directly caused by IDC, the maximum compensation shall not exceed the equivalent of one (1) month of the service fee for the affected server.
12. 条款变更 | Changes to Terms
我们可能会不时更新这些条款，继续使用后浪云（IDC.Net）的服务即表示接受更新后的条款。我们将通过电子邮件或在网站上通知您条款的重大变化。您有责任定期查看这些条款，以了解可能影响您使用服务的内容。
We may update these terms from time to time. Continued use of IDC’s services constitutes acceptance of the updated terms. We will notify you of major changes via email or on our website. 可接受使用政策 | Acceptable Use Policy (AUP)

This policy applies to all users of the Company’s dedicated servers, cloud servers, and network resources, including individuals, businesses, and resellers.

The policy applies to all our global data centers, though certain regions (such as Hong Kong, the United States, and the European Union) may impose additional terms due to local laws or regulations.

Users of products hosted in our Hong Kong data centers must also comply with the “Hong Kong Data Center Information Security Policy.”
使用本公司提供的任何产品或服务，即表示用户同意受美国法律及其监管机构（包括但不限于 FTC 与 FCC）的约束。
By using any of our products or services, users agree to be governed by the laws of the United States and by its regulatory bodies, including but not limited to the FTC (Federal Trade Commission) and FCC (Federal Communications Commission).
2. 禁止的使用行为 | Prohibited Uses
2.1 非法或恶意活动 | Illegal or Malicious Activities
侵犯知识产权：未经授权发布、传播或存储受版权保护的内容。
Intellectual Property Infringement: Uploading, distributing, or storing copyrighted material without authorization.非法交易：涉及毒品、假证件、被盗数据或其他非法商品及服务。
Illegal Transactions: Involvement in the sale or distribution of illegal goods or services such as drugs, fake documents, or stolen data.欺诈行为：包括钓鱼、虚假广告、诈骗邮件等。
Fraudulent Activities: Including phishing, false advertising, or email scams.侵犯隐私：未经授权收集、存储或分发他人个人信息。
Privacy Violations: Collecting, storing, or distributing personal information without consent.传播恶意软件：如病毒、木马、勒索软件等。

2.2 滥用资源与不当内容 | Resource Abuse & Prohibited Content
垃圾邮件（SPAM）：发送未经请求的商业广告或批量邮件。
SPAM: Sending unsolicited bulk or commercial emails.网络攻击：如端口扫描、暴力破解、DDoS等行为。
Network Attacks: Including port scanning, brute-force attacks, and DDoS activities.过度占用资源：如恶意爬取、挖矿、自动化脚本等。
Excessive Resource Usage: Such as unauthorized data scraping, cryptocurrency mining, or automated bots.违规内容：不得托管、传播仇恨言论、极端暴力、儿童色情等内容。
Prohibited Content: Hosting or distributing hate speech, extremist material, or child exploitation content.
2.3 其他不当使用 | Other Misuse
违反适用法律或监管要求的行为。
Violation of applicable laws or regulatory requirements.规避安全机制或服务限制的行为。
Attempts to bypass security measures or service restrictions.对本公司或他人造成损害的行为。
Any conduct that harms the Company or others.
3. 违规处理 | Enforcement
若用户违反本政策，本公司有权采取以下措施：
If a user violates this policy, the Company reserves the right to take the following actions:
警告通知 | Warning: 发出违规通知，要求整改。
Issue a warning and request correction.暂停或终止服务 | Suspension/Termination: 暂停或终止账户访问，删除违规数据。
Suspend or terminate access, and remove violating content.法律追责 | Legal Action: 对违法行为，本公司保留向执法机构报告并追责的权利。
Report illegal activities to law enforcement and pursue legal remedies.
如用户对处理结果有异议，可通过 support@idc.net 提交申诉。
If you disagree with the enforcement action, you may submit an appeal to support@idc.net.
4. 免责声明 | Disclaimer
本公司仅提供服务器基础设施，不对用户的内容与行为承担责任。
The Company provides infrastructure services only and is not responsible for user content or actions.
本公司将在接到合法通知时，依法配合执法与监管机构处理相关投诉。
The Company will cooperate with law enforcement upon receipt of valid legal notices.
本公司保留随时修改本政策的权利，并在官网发布更新内容。
The Company reserves the right to update this policy at any time, with changes announced on our website.

域名注册协议 | Domain Registration Agreement

By registering an international domain through the “IDC.Net” website operated by Houlang Cloud, you agree to provide accurate and complete information. This includes your contact, administrative, technical, and billing details. You are responsible for ensuring the accuracy of this information and for promptly updating it if any changes occur.
2. 域名所有权 | Domain Ownership
当您通过后浪云的网站 “IDC.Net” 注册域名时，您将成为该域名的合法所有者，前提是您遵守本协议的条款和任何适用的法律。只要您满足域名注册商和相关管理机构的要求，您有权使用、转让和续订该域名。
When you register a domain name through the “IDC.Net” website, you become the legal owner of the domain, provided that you comply with this agreement and any applicable laws. You retain the right to use, transfer, and renew the domain as long as you meet the requirements of the registrar and relevant regulatory authorities.
3. 续订和转移 | Renewal and Transfer
您有责任在域名到期前进行续订。未能及时续订可能会导致域名丧失。转移到另一个注册商可能会受到特定条件和费用的限制。我们鼓励您查看所选注册商提供的域名转移条款。
You are responsible for renewing your domain before its expiration date. Failure to renew on time may result in the loss of your domain. Transfers to another registrar may be subject to certain conditions and fees. We encourage you to review the transfer policies provided by your chosen registrar.
4. WHOIS 信息 | WHOIS Information
根据域名注册商和相关机构的要求，您的 WHOIS 信息（包括姓名、电子邮件和地址）将在域名注册库中公开。您可以选择使用隐私保护服务来隐藏部分信息，但某些细节必须保持公开，以满足法律和行政要求。
In accordance with registrar and regulatory requirements, your WHOIS information (including name, email, and address) will be publicly available in the domain registry. You may choose to use a privacy protection service to hide certain details, but some information must remain public to comply with legal and administrative requirements.
5. 争议解决 | Dispute Resolution
因域名所有权、注册或使用引发的争议，将遵循相关域名注册商和适用法律的争议解决政策。您同意遵守这些政策，并通过注册商提供的指定流程解决任何争议。
Disputes arising from domain ownership, registration, or use shall be governed by the dispute resolution policies of the relevant registrar and applicable law. You agree to comply with these policies and to resolve any disputes through the processes designated by the registrar.
6. 合法使用 | Lawful Use
您同意仅将注册的域名用于合法目的，不得用于违法、诈骗、钓鱼、传播恶意软件、侵权、攻击他人网络等行为。如发现存在任何非法或违规用途，域名注册商或相关管理机构有权暂停或终止该域名的解析与服务，并可能根据适用法律采取进一步措施。
若您的域名因此被暂停或终止，请您自行联系对应的域名注册商或注册局进行申诉或恢复，后浪云对此不承担任何责任。
You agree to use the registered domain name solely for lawful purposes and not for any illegal, fraudulent, phishing, malware distribution, infringement, or network attack activities. If any unlawful or abusive use is detected, the domain registrar or relevant regulatory authority reserves the right to suspend or terminate the domain’s resolution and related services, and may take further actions in accordance with applicable laws.
If your domain name is suspended or terminated for such reasons, you must contact the relevant registrar or registry directly for appeal or reinstatement, and IDC.Net shall not be held liable for any consequences arising therefrom.
7. 终止 | Termination
如果您违反了本协议的条款或从事危害域名完整性或声誉的行为，本协议可能会被终止。终止可能导致域名所有权和注册的丧失。我们保留采取必要措施以保护我们的服务及更广泛在线社区的权利。
This agreement may be terminated if you violate its terms or engage in activities that compromise the integrity or reputation of the domain. 第一章 概述 | Chapter 1: General Provisions
第一条 目的 | Article 1: Purpose
为规范后浪云香港数据中心服务器的信息安全管理，维护服务器运营秩序，提高用户使用体验，根据《中华人民共和国网络安全法》《计算机信息网络国际联网安全保护管理办法》（公安部令第33号）、《互联网信息服务管理办法》(国务院292号令)及香港特别行政区相关法律法规，制定本总则。
To regulate information security management of IDC.Net’s Hong Kong Data Center, maintain orderly server operations, and enhance user experience, this policy is formulated in accordance with the Cybersecurity Law of the People’s Republic of China, the Administrative Measures on International Networking of Computer Information Networks (Public Security Order No.33), the Internet Information Services Administrative Measures (State Council Order No.292), and relevant laws and regulations of the Hong Kong SAR.
第二条 适用范围 | Article 2: Scope of Application
本总则仅适用于后浪云香港数据中心的服务器，包括云服务器、独立服务器、CDN节点及相关网络基础设施，对其他地区的服务器无效。
This policy applies only to servers hosted in IDC.Net’s Hong Kong Data Center, including cloud servers, dedicated servers, CDN nodes, and related network infrastructure. It does not apply to servers in other regions.
第三条 用户责任 | Article 3: User Responsibilities
用户应遵守香港特别行政区及国际相关法律法规，自行履行信息安全管理义务，包括但不限于合法合规使用服务器资源、避免存储或传播违法信息。用户须对自身服务器上的数据和活动承担全部责任。
Users shall comply with the laws and regulations of the Hong Kong SAR and applicable international standards, and are fully responsible for their data and activities. Users must use server resources lawfully and avoid storing or distributing illegal information.
第四条 违规处理 | Article 4: Violation Handling
对于违反香港特别行政区法律法规或本总则的行为，后浪云有权采取相应措施，包括但不限于警告、暂停服务、终止账户及向相关执法机构报告。后浪云有权随时更新本总则，并在网站上公告，用户如不同意变更，应立即停止使用相关服务。
IDC.Net reserves the right to take necessary actions against any violations of this policy or the laws of the Hong Kong SAR, including but not limited to issuing warnings, suspending services, terminating accounts, or reporting to relevant authorities. IDC.Net may update this policy at any time, and users who disagree with such updates must discontinue use of the related services immediately.

第五条 服务器注册与使用 | Article 5: Server Registration and Usage
用户需按照后浪云的注册流程完成账号注册。
用户在选择用户名、域名、服务器名称等信息时，不得包含违法、侵权或影响正常运营秩序的内容。
Users must complete account registration in accordance with IDC.Net’s procedures.
Usernames, domain names, or server names must not contain illegal, infringing, or disruptive content.
第六条 使用规范 | Article 6: Usage Guidelines
禁止存储、发布或传播以下信息及内容：
色情低俗类：淫秽色情内容、成人用品交易、色情服务信息等。
赌博类：非法博彩、网络赌场、相关交易平台等。
违禁化学品类：毒品、易制毒化学品、危险化学品等。
违禁器具及软件类：枪支弹药、军警用品、窃听设备、黑客软件等。
违法交易类：假证、假币、非法票据、个人隐私数据交易等。
欺诈类：钓鱼网站、诈骗信息、伪基站信息等。
其他违法信息：涉政、反动、危害国家安全的信息。
禁止从事以下违法活动：
违反香港特别行政区或中国大陆的法律法规。
进行未经授权的入侵、扫描、攻击或篡改他人服务器。
传播病毒、恶意软件、后门程序或其他危害网络安全的行为。
通过服务器从事垃圾邮件发送、滥用资源等行为。
其他影响网络安全、扰乱社会秩序的行为。
It is prohibited to store, publish, or disseminate the following types of content:
Pornographic or obscene material, adult services, or explicit advertisements.
Gambling-related content, including illegal betting and online casinos.
Prohibited chemicals such as narcotics, precursors, or hazardous materials.
Prohibited equipment or software including weapons, surveillance devices, or hacking tools.
Illegal transactions such as fake certificates, counterfeit currency, or personal data trading.
Fraudulent activities including phishing, scam messages, and fake base stations.
Other illegal or politically sensitive content that may endanger national security.
Users are also prohibited from engaging in:
Activities that violate Hong Kong SAR or Mainland China laws.
Unauthorized access, intrusion, scanning, or tampering with other servers.
Distribution of viruses, malware, or backdoor programs.
Sending spam or conducting resource abuse through servers.
Any behavior that disrupts public order or threatens cybersecurity.
第三章 信息安全管理 | Chapter 3: Information Security Management

用户应采取适当的数据加密措施，避免敏感信息泄露。
用户不得存储或传输侵犯他人隐私权、知识产权的内容。
Users should apply proper data encryption measures to prevent sensitive data leaks.
Storing or transmitting content that infringes privacy or intellectual property rights is prohibited.
第八条 网络与系统安全 | Article 8: Network and System Security
服务器应采用安全访问策略，如 SSH 密钥登录、强密码策略、双因素认证（2FA）。
用户应定期更新系统补丁，避免安全漏洞被利用。
Servers should adopt secure access policies such as SSH key authentication, strong passwords, and two-factor authentication (2FA).
Users must regularly update system patches to prevent exploitation of vulnerabilities.
第九条 违规检测 | Article 9: Violation Monitoring
后浪云安全团队会定期扫描服务器的运行环境，如发现违规内容或异常行为，有权采取相应措施。
IDC.Net’s security team will routinely monitor server environments. If violations or anomalies are detected, appropriate actions may be taken.
第十条 应急响应 | Article 10: Incident Response
发生重大安全事件时，后浪云将立即启动应急预案，通知受影响用户，并协助修复安全漏洞或恢复数据。
In the event of a major security incident, IDC.Net will activate its emergency response plan, notify affected users, and assist in patching vulnerabilities or restoring data.
第四章 违规处理与处罚 | Chapter 4: Violation Handling and Penalties
第十一条 违规分类 | Article 11: Violation Categories
一般违规：涉及轻微违规内容，影响较小。
严重违规：涉及违法内容或影响服务器稳定运营。
特别严重违规：涉及国家安全、严重违法内容，或对其他用户产生重大影响。
Minor Violations: Involve mild infractions with limited impact.
Severe Violations: Involve illegal content or threaten service stability.
Critical Violations: Involve national security, major legal breaches, or serious harm to other users.
第十二条 违规处理方式 | Article 12: Handling Measures
一般违规：警告、删除违规内容。
严重违规：限制访问、暂停服务器服务。
特别严重违规：终止账户、永久封禁服务器，并向执法机构举报。
Minor Violations: Warning and removal of content.
Severe Violations: Access restriction or service suspension.
Critical Violations: Account termination, permanent ban, and report to authorities.
第十三条 违规通知 | Article 13: Violation Notification
后浪云一旦发现服务器内存储或发布违规内容，将通过邮件、短信等方式通知用户进行整改。
如用户未在指定时间内处理，后浪云有权直接采取相应处理措施。
When violations are detected, IDC.Net will notify users via email or SMS for rectification.
If users fail to act within the specified timeframe, IDC.Net reserves the right to take corrective actions directly.
第五章 附则 | Chapter 5: Supplementary Provisions
第十四条 法律遵从 | Article 14: Legal Compliance
本总则依据香港特别行政区及国际相关法律制定，如有冲突，以相关法律法规为准。
